REPAIR (Realizing Equity while Promoting Accountability and Impactful Relief) will provide crime survivors with more equitable and stable compensation, while providing opportunity to youth accused of committing a crime with restorative justice opportunities. Currently, 12,225 youth are ordered to pay restitution in CA per year and only a small fraction has been paid. Often times, youth and families are unable to pay that restitution, due to being caught in cycles of poverty. AB 1186 is an effort to seek alternatives that will create solutions without furthering harm.
