The 15 young offenders inside juvenile hall on a typical day sleep in locked cells, their bed a thin mat on a concrete platform, their walls bare — hardly a rehabilitative setting — and it’s costing San Francisco $3,000 per day, or the equivalent of $1.1 million annually for each one.
Less than two years ago, city officials deemed this type of detention for children unacceptable, given the trauma inflicted and the exorbitant cost.
